Americans can save tens of thousands on installing high-efficiency heat pump systems with the Inflation Reduction Act’s rebates and tax credits. The act includes giving homeowners access to the High-Efficiency Electric Homes Rebate Act (HEEHRA), Homeowner Managing Energy Savings (HOMES), and 25C Non-Business Energy Property Tax Credit programs.
According to the Department of Energy, this historic legislation enables the USA to slash its domestic greenhouse gas emissions by 40% in the next decade.
HEEHRA makes heat pump installations more affordable for homeowners. Heat pumps work well in Portland as they both heat and cool homes. By electrifying your home with a heat pump, you can save money on your monthly energy bills due to not using gas or oil fuel sources anymore. Normally, they cost $6-12k to install.
With HEEHRA, households that make below 150% of the area’s median income can qualify for up to $8,000 in rebates, which can cover an entire installation. Portland’s Housing Bureau will determine these household income ranges.
State Energy Offices and tribes will be administering the rebate funds in 2023. The exact timeline hasn’t been determined by Oregon yet, but our best guess is that funds will roll out in the latter half of 2023.
These rebate funds will be available through September 30, 2031 and can immediately help reduce upfront installation costs at the point of sale. Homeowners must purchase ENERGY STAR-certified heat pumps to take advantage of HEEHRA. Both ducted and ductless heat pumps count.

What Heat Source Do You Currently Have?
If you already have a heat pump or ductless heat pump, although there are no available rebates through HEEHRA, you may still be eligible for alternative rebates through your local utility or municipal programs.
If you have a heating system that runs on natural gas or oil, your household may be eligible for HEEHRA. Please see the “Is Your Income Level Eligible For HEEHRA?” section below.

What if My Heat Source Isn’t Eligible for HEEHRA?
If you aren’t eligible for HEEHRA, you may still qualify for the Homeowner Managing Energy Savings (HOMES) rebate or the 25C Non-Business Energy Property Tax Credit program.
Through the HOMES program, households can receive a rebate of up to $8,000 for a whole-house energy-saving project. The project must achieve a minimum of 20% energy savings via electrification and weatherization upgrades. Projects that cut energy consumption by 35% or more have larger available rebates. These rebate funds are available for use during point-of-sale purchases until September 30, 2031.
On the other hand, homeowners receive the 25C Non-Business Energy Property Tax Credit once they file their taxes. With 25C, homeowners can deduct up to 30% of costs for a qualifying energy-efficiency project from their taxes. Deductions are capped at $2,000 for a heat pump installation, while other upgrades are limited to $1,200 in deductions per year. You can also receive a $150 tax credit for a home energy audit. These new federal tax credits will start on January 1, 2023 and end in 2032.

If you’re below 80% area median income for your household size, you’re eligible for HEEHRA. You qualify for a maximum consumer rebate of $14,000, including the following:
- 100% of the cost for a heat pump installation, up to $8,000
- 100% of the cost for an electrical panel upgrade, up to $4,000
- 100% of the cost for electrical wiring upgrades, up to $2,500
If you’re between 80-150% area median income for your household size, you’re eligible for HEEHRA. You qualify for a maximum consumer rebate of $14,000, including the following:
- 50% of the cost for a heat pump installation, up to $4,000
- 50% of the cost for an electrical panel upgrade, up to $2,000
- 50% of the cost for electrical wiring upgrades, up to $1,250
Eligible homeowners can also use Rewiring America’s savings calculator to approximate how much money they could get through the Inflation Reduction Act.

I’m Eligible! What Can I Stack With HEEHRA Rebates?
You can stack HEEHRA rebates with federal tax credits, like the 25C Non-Business Energy Property Tax Credit program.
You can stack HEEHRA with the Homeowner Managing Energy Savings (HOMES) program—but only for different upgrades. You will need to meet the HOMES’ eligibility requirements. For example, you could use HEEHRA for a heat pump installation and then use the HOMES program for a different home upgrade (e.g., adding insulation or sealing air duct leaks).

Since HEEHRA Might Not Roll Out Until the Second Half of 2023, Should I Wait To Install a Heat Pump?
While you could wait to install a new system, you’ll be paying higher monthly energy bills in the meantime. Heat pumps are more efficient than oil or gas-fueled furnaces and are even more efficient than their electrical furnace counterpart. The Department of Energy states that using a heat pump can reduce your electrical consumption by 50%. Installing a heat pump sooner rather than later can help you save on your energy bills.
Not to mention that most homeowners replace their air conditioners and furnaces simultaneously with heat pumps or hold off on installing an air conditioner until they can install a heat pump. 25C Non-Business Energy Property Tax Credit and Homeowner Managing Energy Savings (HOMES) program are both available in early 2023 to help you reap cost savings on your heat pump installation. Through HOMES, households with less than 80% of the area median income can get a rebate for up to 80% of project costs.
It’s also possible that the State Energy Offices will allow HEEHRA to apply for retroactive installations.
What if My Income Level Isn’t Eligible for HEEHRA?
If you aren’t eligible for HEEHRA, you can still benefit from the 25C Non-Business Energy Property Tax Credit program, starting in January 2023 through 2032. You’ll receive a tax credit of 30% of the cost for qualifying energy-efficiency home projects, up to $1,200 per year. A notable exception is a heat pump installation, which allows for annual deductions of up to $2,000.
You can also receive federal tax credits for other projects (see here). For example, electrical panels and rewiring upgrade tax credits are worth 30% of the cost, up to an annual cap of $600.
High-income households can also qualify for the Homeowner Managing Energy Savings (HOMES) rebate program to receive up to $8,000 for a whole-house energy-saving project. Electrification and weatherization projects that achieve between 20% and 35% or above in energy savings are eligible. These rebate funds are available through September 2031 and can help you save upfront on projects during a point-of-sale purchase.
